Robert Parker leads ISI East, the Arlington, Virginia ISI research campus that serves DARPA, the intelligence community and other government-sponsored agencies. He also direct the Institute's Advanced Systems division.  Highly experienced in adaptive systems, embedded computing and electronics, Parker helped develop key Internet technologies, including transmission of voice, imagery and fax.

He joined ISI as a founding member in 1972 and launched ISI East in 1997, where he heads a team of 20 researchers specializing in embedded computing architecture, computer performance modeling, trusted electronics and field programmable gate arrays (FPGA) tools.  Parker has chaired numerous conferences and frequently consults with government and corporate customers.  He received his master’s degree in electrical engineering from Cornell University in 1970.
